Bandai Namco has been localizing a lot of Japanese games lately. Even such unexpected games like One Piece romance dawn and J-stars versus+,ect .
I'd say we have a good chance this might come out in english.

I would say its really 50/50 atm.
Namco have been localising a lot of games true, but they are pretty much mostly PS focused.
And the 3DS already has 2 DBZ games (though based on a childs arcade game in JPN) that are still JPN only and also handled by Namco.
Should be localised fairly easily I think. But you never know.
